經國際社會協議，截至2100年地球溫度上升幅度被定為比19世紀末產業化以前上升1.5度以內。此次有195個國家出席了在法國巴黎舉行的第 21屆聯合國氣候變化大會(COP21)，在閉幕日之後一天的12月12日（當地時間），對「巴黎協定(Paris Agreement)」達成了協議。該協議的內容為，不論發達國家還是發展中國家，從2021年開始必須實踐溫室氣體縮減目標。此次是全世界首次對義務縮減溫室氣體達成協議。各國決定根據本國的條件和力量製定有助於遏製溫度上升的方案。但此次采取“遞進原則”，每五年就要提交上調的目標。對於是否履行，各國將從2023年起每隔五年接受國際社會的檢驗。就在大會開幕之前，溫度上升遏製幅度還被預測為在“2度以內”。但因此次協議，縮減目標更為強化。各國媒體和環境團體稱這是“裏程碑式(landmark)的協議”（「紐約時報」）、“世界不選擇滅亡而選擇生存”（環境團體），對此表示歡迎。但全國經濟人聯合等經濟界擔憂稱，“韓國的製造業比重較高，溫室氣體縮減義務將會成為巨大負擔，經濟發展可能會萎縮”。發達國家為協助發展中國家應對氣候變化，決定從2020年開始每年籌備1000億美元。此次大會決定財源由發達國家負責籌備，奬勵新興國家自動參與。韓國環境部說明稱“此次協定並未重新劃分發達國家，所以韓國依然像之前那樣被認定為是發展中國家”。此次協定由55個以上國家批準，在這些國家的碳素排放量比重占到55%以上時會生效。 韓國環境部發言人朴天圭表示，“目前正在巴黎出席會議的協商團將於本周初回國，之後會立即召開各部門會議，對成果進行分析並製定我國的應對戰略，此後會向國民進行說明”。
